Any commercial, hospitality, industrial or high-rise premises in Srinagar must obtain a No-Objection Certificate (NOC) from the J&K Fire & Emergency Services Department under the J&K Fire Service Act. Without it, your trade license, FSSAI, hotel registration and pollution consent can all be held up.
This guide explains the difference between Provisional and Final Fire NOC, the documents required at the Srinagar Fire HQ, and the inspection process — covering both Kashmir Valley urban areas and the Khanmoh/Rangreth industrial belts.
Provisional vs Final Fire NOC — which one do you need?
Many builders and hoteliers in Srinagar confuse these two. They serve completely different stages of a project.
- Provisional NOC — issued before construction begins, based on the building plan. Required to obtain building plan approval from SMC and to begin construction of any building above 15m height or commercial use.
- Final NOC — issued after construction is complete and all fire safety equipment is installed. Required for occupancy certificate, trade license, FSSAI, hotel registration and operations.
- Renewal — Final NOCs are valid for 2 years (commercial) or 1 year (hospitality). Renewal must be filed 30 days before expiry.

- 500–2,000 sqm: ₹8,000 + ₹15,000

Most common reasons Fire NOC gets rejected in Srinagar
Over half of all Fire NOC applications in Srinagar face one or more deficiency notices. The recurring issues are:
- Insufficient water tank capacity (most common — 70% of rejections)
- Refuge area not marked or undersized (mandatory for buildings > 15m)
- Single staircase for buildings requiring two means of egress
- Fire extinguishers without ISI/BIS marking
- Sprinkler heads installed at wrong spacing (max 3.7m apart)
- Smoke detectors missing in basement parking or kitchen areas
- Layout plan not signed by a registered architect on Council of Architecture
Frequently asked questions
- Yes. Any hotel, guesthouse or houseboat in Srinagar — regardless of size — must hold a valid Fire NOC for J&K Tourism Form I/II registration. Houseboats fall under a separate marine fire-safety category.
- Residential buildings below 15 metres in height generally do not need an NOC. Above 15m, or for any apartment block, an NOC from J&K Fire & Emergency Services is mandatory before occupancy certificate is issued by SMC.
- Final Fire NOCs are valid for 2 years for most commercial buildings and 1 year for hotels, hospitals and assembly occupancies. Renewal must be applied at least 30 days before expiry.
- Operating without a Fire NOC can lead to sealing of premises, cancellation of trade license and FSSAI, and prosecution under the J&K Fire Service Act. Insurance claims for fire damage are also typically denied.
